does anyone know what it means when people hang shoes on a telephone wire? (5 bucks to the 1st person that gets it right)

There is no solid Reason

i thought it meant that whatever way the shoes were pointing meant they sold drugs in that direction or something like that

that's the stupidest explanation ever. what if the wind blows and they point the wrong way? do you suddenly see like 6 thugs running real quick across the street?
