I think you really need to write out the rules for the game. Everybody that plays manhunt has a different idea of how it should work.

Is there a base?
Is the goal of each round to capture the other team members and bring them to the base (jail)?
Can your teammates rescue from the jail you by tagging you?
Or is the goal to get x number of teammates to the base before you get tagged by the enemy team?
How many people have to be catpured or safe before the round ends?
Is there a time limit for each round?
etc, etc, etc
