hmmm, i think iwz has a quota of sorts more or less like policemen do, where they need to give out a certain amount of tickets in a month. Here on eZabel, iwz has to ban atleast 5 people a month... and i like birds was only banned 4 times... so we were kinda scrambling for that fifth... sooo.
