I signed up for a year of their basic plan and after a coupon code, it came out to $22/year!.
I'm planning on building a couple rails sites I have ideas for, I'll let you all know if they ever go anywhere.
Their basic plan is probably more than enough bandwith for eZabel, and you get a SVN repo, mysql db, rails, SSH account, ftp account. unlimited sub-domains (free), unlimited domains (you pay to register, either with them or someone else).

have you taken a look at the Unobtrusive Javascript plugin for rails?
i'm thinking that when i start implementing some cool new features on the site here, i just may go this route.
It basically lets you keep your XHTML simple, and layer on behaviors on top with script, so you don't have to have onClick handlers and such in your tags.

yeah! I alllllllmost went with dreamhost, but it turned out to be a pretty big hassle switching from a CPanel type host to dreamhost, as their configs are incompatible and there isn't an easy way to convert everything.
i have a pretty good deal going right now with ezabel, so i'm good.

yeah, I don't know to much about different kinds of hosts, but this was a such a good deal I couldn't pass it up.
