Paint.NET

So if you're sick of the Microsoft Paint program that comes with Windows, but can't afford Photoshop, and just don't want to deal with The Gimp, you might be interested in Paint.NET.

"Paint.NET is image and photo manipulation software designed to be used on computers that run Windows 2000, XP, Vista, or Server 2003. It supports layers, unlimited undo, special effects, and a wide variety of useful and powerful tools."

It's free, and started as an undergraduate senior design project mentored by Microsoft. Version 2.5 was just released.

Notice there's two download links on the page. Read carefully!
