yeah, it's annoying. you basically can transfer as much as you want, but if you are uploading constantly for an unspecified amount of the time so that other customers are affected, they'll throttle...

i usually get capped when people go crazy on my ftp and download stuff for hours on end. i wish i could find a good Win32 ftp server that supported scheduling like that. :/
