it probably means "fouls to give". when one of your players fouls a player while he is in the middle of taking a shot, the fouled player will be awarded free throws. however, if the player is fouled while dribbling, or while not taking a shot, he will not necesarily get to shoot free throws, because each quarter a team has a certain amount of fouls to give. once a team reaches that amount of fouls to give (i believe it's 5 or something) every foul you make will put your opponent on the free throw line, whether it is in the act of shooting or not.
i understand what you're referring to. i foul alot trying to steal the ball. i usually can hear the announcer saying, "that was the 2nd team foul," etc. and i noticed that it resets after each period. but i don't think this is 'fouls to give'.
