well i have curly hair and it doesnt look manly when it's short-instead it looks like a lampshade. i have to say seen a couple of girls who look REALLY good with short hair and look REALLY bad with long hair. i think it all depends on your face shape, weight, and height. of course a girl has to have a right attitude to carry a short hair cut because it's still not completely common. i'd compare it to how certain people drive certain types of cars and if someone is driving a car that isn't them it looks weird.

so when my younger sister was little my mom thought she'd look cute with a pixie cut (like tinkerbell). we went to disney world and this boy goes "mom look that boy has 2 earrings" she is still traumatized by that and refuses to cut her hair short and tells every girl she knows not to do it either.
