I am from that area. Depending on where you are coming from it might not be that bad for you. There is more to do in Harrisburg than there used to be. I wouldn't recommend living in Harrisburg though, the suburbs are nicer.
this might have helped out earlier, but I found a place downtown. I enjoy urban living and it is a block from the farmers market and a block from 2nd where all the restaurants are. It's a town house and the neighborhood seems nice, business professionals, a few blocks down might be scary.

There are a couple of halls in harrisburg, I don't know the boundaries.
