This capping you speak of... sounds barbaric! You mean you can't open your taps and keep the water running when ever you want?? The only time I ever got 'in trouble' was when I did over a 100gb of traffic in one month.
yeah, it's annoying. you basically can transfer as much as you want, but if you are uploading constantly for an unspecified amount of the time so that other customers are affected, they'll throttle you.
i think if you're uploading at like 20-30KB/s or higher or something for like 6-8 hours straight, you'll get capped. That's what it seems like at least.
They won't give you specifics, which is so annoying.
