Just the facts...
I don't have any contacts that I can think of in Ottawa. ( a town full of bureaucrats... and diplomats ) The thing to do there is to skate on the Rideau canal, but it's not winter. :-( The other side of the river is Hull Quebec, it would be the funner side.. more pub/sports bar type places.
You should not have a problem renting a car the 'under 25' fee should not be horrendous, shop around.
How long are you staying? Hitting any meetings?
