well isreal had cities, and the israelites were Jehovah's chosen people. Jehovah gave them laws about everything back then. if populating into cities was wrong their would probably be mention of it in the bible.

i don't see why there wouldn't be cities in the new system, they just wouldn't be over-crowded like the cities that have developed on earth today. i imagine there will be perfect balance with everything in the new system, including the way the earth is populated.
