i'm going to say "no". you could definitely find a laptop from anywhere else with 1 GB of RAM, and buy the 4 GB of RAM yourself from Kingston.com and just install it (that would take 2 seconds).
Ian mentioned before (and he's correct) that Vista will see a max of 3.2 GB of RAM anyway. So I wouldn't stress too much about getting 4 GB of RAM at this point, 2 should be sufficient.
I'd also look for a laptop with a DVD Writer (this one didn't have it), SD card slot built in (if you have a digital camera or Treo, this is a must), and video memory (which this laptop did have).
