In PA, I don't have to pay tolls to drive on the highway. If Pennsylvanians had to pay to drive on our roads, we would all leave.

then what's with the pa turnpike, where i have to sell off a small child to afford the toll when heading west?

Maybe the high tolls is the payoff for having cheaper car insurance than you guys in NJ.
