LOTR is a sad story overall, I guess. But, throughout the whole story, you're told that the time of man is coming, and all the other races will fade away, so it's almost sad in that "romeo and juliet" way, since you know what will happen in the end even though you don't want it to.
Who knows, tho, the gray havens may be a wonderful place for frodo, and he got to live with the elves and such, so that must have been great for him. Like bilbo, ending his days with the elves. That's what he chose, and he seemed happy with the decision.
Yeah, actually...if all the elves were leaving I'd want to go to the grey havens too. Have you ever read the Simirillian? They describe the grey havens and it's just awesome! Everyone is happy and there are lots of beautiful high elves.

Actually, Legolas sails over the sea when Aragorn finally dies, and with him goes Gimli soo, perhaps they allowed the fellowship as well?

Yeah..I don't know what that is all about. Actually, it's funny cause for people who don't read the books they don't learn about the whole Elves hating Dwarves so they don't get why them being such good friends is special.
