i didn't get that either...u must have a cookie that let's those popups thru... ie 6 has a nice feature to let u have more control over cookies. it's saving me tons of headaches...

i highly suggest checking out The Proxomitron. i use it on all my computers. it strips out all kinds of things, like pop-ups, banner ads, etc. it's highly configurable.

why would u want all ur surfing to go thru someone else's proxy server, thus allowing them to log all your activity?
