Okay I have two cases: In one, the guy broke up with me and said we'd be friends, but we are not. In the other, I broke up with the guy and said we'd be friends, and we are.

Yeah, it is different for every relationship (not that I have been in many, cuz I haven't). But, I think it depends on the maturity of the people involved. Even if the one person wants to stay friends, if the other can't handle it, it isn't going to happen. Also, I think it depends on what all went on while the people were dating (and how long). And how much of what went on was told to friends that kinda got spread around. All important factors.
